2016 Region-based Tourism Development Summit Forum held at Tianjin Meijiang Convention and Exhibition Center

Sponsored by the Planning and Finance Department of China National Tourism Administration, Tianjin Municipal Tourism Administration, People.cn, and undertaken by the Modern Tourism Development Collaborative Innovation Center, the School of Tourism and Service of Nankai University, and the Tianjin News of People's Daily Online, the 2016 China Tourism Industries Administration·Region-based Tourism Development Summit Forum was held at Tianjin Meijiang Convention and Exhibition Center on the morning of September 10. Zhang Shumin, vice director of the Planning and Finance Department of China National Tourism Administration, Cai Jiacheng, vice director of the Information Center of China National Tourism Administration, Yang Shihao, director of Tianjin Municipal Tourism Administration, and Niu Yibing, president of People.cn attended the forum, discussed with the guests on the promotion of Region-based Tourism Innovative Development, and contributed thoughts and ideas to region-based tourism development in Tianjin and China.

At the 2016 National Tourism Work Conference, Li Jinzao, director of National Tourism Administration raised the concept of ‘Region-based Tourism’. With the guidance of the National Tourism Administration and support from the rest of the country, 262 provinces, cities and counties nationwide became the first batch of National Region-based Tourism Demonstration Areas, including Heping district, Jizhou district, and Zhongxin Ecological Town of Tianjin. In response to the policy, the forum invited 18 experts, scholars and practitioners from tourism schools, institutes, enterprises and government departments to deliver keynote speeches and discuss the promotion of tourism content and levels as well as further development of region-based tourism through integrated tourism development.

Yang Shihao, director of Tianjin Municipal Tourism Administration delivered welcome speech and stated that many new practices and experience of region-based innovated tourism are being developed across the country and in Tianjin as well. With the plan of becoming an international tourism destination and with strong comprehensive tourism resources, Tianjin is to achieve three-level linkage of city, districts, and towns in terms of space layout, carriers development, public service and industrial integration, and realize region-based tourism development with joint participation of citizens and tourists to build a new tourism development pattern.

Zhang Shumin, vice director of the Planning and Finance Department of China National Tourism Administration pointed out that during the last two years, we were delighted to see further progress on regional tourism collaborations between Beijing, Tianjin and Hebei. New achievements have been made in trail transport, high-rate highway network construction, and two-hub coordinated development of airports in Beijing and Tianjin. Through the Region-based Tourism Development Summit Forum, it is hoped that Chinese tourism will achieve stronger, faster and better development.

‘Tourism is a field most worthy of investment, and it is a healthy and sustainable gold industry,’ said Niu Yibing, president of People.cn. The network company has conducted in-depth cooperation with Tianjin Municipal Tourism Administration, responsible for Tianjin new media projects and in close contact with online travel companies. It will build a third party tourism data organization next and provide information, technical, platform services, and conduct further cooperation with in various fields and regions with enterprises and contribute to tourism development.

Shi Peihua, director of the Modern Tourism Development Collaborative Innovation Center, released on the forum the ‘National Region-Based Tourism Development Research Report’. The report shows that region-based tourism has become an unprecedented national tourism development strategy. But five problems should be noted such as the lack of studies and understanding. Development ideas and suggestions were put forward. Zuo Jian, standing committee member of Ji County Committee and deputy county chief stated that Tianjin is a famous historical and cultural city, and Ji county is to promote tourism transformation and upgrading by starting six campaigns and accelerate the construction of Region-based Tourism Construction Area. Dong Mengjun, deputy chief editor of People.cn and general manager of peopleyuqing.com released ‘Big Data Analytic Report of Region-based Tourism’ and also announced the lists of ‘Top Ten Most Popular Scenic Areas in Tianjin’ and ‘Top Ten Scenic Areas in China Favored by Tourists from Tianjin’.

Round-table discussions with the theme of ‘Region-based Tourism, from Theory to Practice’ was made on the forum. Tourism government officials from Changping district of Beijing, Heping district of Tianjin, Yi county of Hebei, and experts and scholars from Chinese Academy of Social Sciences and Beijing Union University, put forward opinions and suggestions on the realization of region-based tourism concepts. Li Wansheng, vice director of Beijing Changping District Tourism Committee stated that in face of the problems in traditional tourism development, Changping district makes arrangement of strengthening organizational leadership, support and implementation. Zhao Hezhong, director of Yi County Tourism and Cultural Relics Administration stated that region-based tourism is an on-going endeavor rather than an one-off action and must become a common goal and effort for everyone.

Representatives putting forward thoughts and ideas on the round-table forum

On another round-table forum themed ‘Region-based Tourism, from online to offline’, Cai Jiacheng, vice director of the Information Center of China National Tourism Administration stated that region-based tourism corresponds to the era of mass tourism, and information technology is the main driving force for the development of mass tourism. Online and offline businesses need complementary advantages and resource sharing. Media representative Wei Bingfeng, chief editor of Tianjin News of People's Daily Online stated that in the new media era, tourism marketing and promotion should adapt to the changing environment, combine online and offline and enhance tourism influence and popularity. Directors from well-known tourism enterprises including JY.com and tuniu.com shared how to play ‘tourism+culture’ and promote region-based tourism development in reference with their own examples.
